Depends. Sometimes fear is to stop them from pushing in on your healer, sometimes it's to setup your own damage. In general having it defensively then figuring out if you're safe to using it offensively is a decent approach, though.
There's also hamstrings/piercings to kind of maintain control of stuff.

Yes, you have to have drakebreakers piece to upgrade it with trophy’s of strife. I’d recommend waiting though if you’re fury and potentially buying an off hand after your vault if you don’t get a weapon
