Arms and fury aren’t comparable in playstyle, and they shouldn’t be designed with each other in mind. At the very least, from a fantasy perspective fury is a fast-paced, pure aggression spec and arms is a slower, more defensive spec. There’s not that much crossover, in identity or playstyle, outside of some core warrior abilities like charge and execute
