I think 25% is the "juicy" number. Theres a point where mastery is just better. Ideally you want to be able to endlessly use rampage > bloodbath > bloodbath > bloodthirst, repeat.

Prob not going to use either of them as far as things are now, Unbuffed mortal strikes don't hit hard and with the way the new mortal combo works it wont have the chance to proc extra MS since it just resets the cd now
Hurricane on top of not letting you cancel bladestorm also has the str buff nerfed in pvp I believe from its azerite power days

haste adds DoT damage to a final tic and if you hit breakpoints will add additional tics
I don't think we can get our haste that high to add a lot of damage from it to rend, don't believe we could in SL either
but all 3 stats boost the dot dammage
