It's because the power of that racial was entirely passive and you always had the full benefit of it and it required nothing on the players end. Is a lot of racials that can be used to win a game or overcome a specific situation but none are at that level, so can pick purely based on aesthetic really.

Gnome is prob the closest to that level of ease of use/effectiveness for a melee like warrior but its not game changing

Fear is almost always used defensively to disrupt an enemy kill attempt. But ofc can be used on a healer for a kill. That just takes game experience to know when its best to use it. A lot of warrior utility is like that.
