Yeah kinda depends, you can use both to grind through. 3s is nice on low mmr if you have really quick games, rbg is good because you also get a lot of honor on top of conquest

It's just that it's way harder to play so you barely see it on ladder, you only see outlaw rogues, every rogue. You can press 2 buttons (like fury) while having 30 utility buttons and whatever you press tilts your enemy to the ground lol
