doesn't mean it can't mitigate more that's just the largest the shield can get
so if you're dotted up and it's getting chipped you'll keep it at cap or make it fall a lot slower and mitigate more than what the 30% cap is, if it starts there
with no procs no nothing it starts around 20k
with insignia + celestial + banner it was ~28.1k
so very close to cap

brutal vitality feels strongest against cleave dmg, rot and outside cds, a MM hunter or a ret is gonna ctrl alt delete that shit before you get an opportunity to do any dmg to keep it going
