I haven't touched the game since 9.2. For the Necrolord stuff though, you can do some really cool stuff with the purple pants. If you wanna go with the DK look, a mix of off set Emerald Nightmare gear can work well.
Even if you want to get the shoulders from Spine of deathwing, you can play around with the green shade.

The only way to get the quest is after you gotten the heritage armor on a dark iron dwarf it should unlock the quest for you to do the weapons right after.. keep in mind the quest can only be done on the dark iron or if you leveled from 1 to 50 without a boost

Quest giver is in Shadow forge City right next to the anvil
