Start in fury. Choose your legion weap transmog (only works with legion fury weapon) , change spec, and when the spec-change cast bar is half a second before finishing , click on "apply" the transmog.

It's real hit or miss with the lvl 2 enchant appearance. You can tell it was designed with certain weapons in mind. Sometimes it sits right, other times it's not even on the weapon properly.
