• Kill ? Underpin weekly
• Max out your weekly delve keys and clear that number of bountiful delves each week (unsure if difficulty matters)
• Buy the sonic dislocator (or whatever it’s called) from Finley every week and use it in one of your delves to summon the mini boss, then use the treasure map he drops.

I think ? UP has the highest chance, and that’s how I finally got it, but I’ve seen folks report getting it from the other sources I listed.
