On my account I see them for example on one toon (Lvl 61, only ever done Kyrian) but also on a new 60 Evoker.
Someone else on their account who only played SL season 1 sees them on the Night Fae char they unlocked them but not on a 6x that did not do SL.
Is it unlocked by doing the SL campaign? or per server? or soemthing else?

Hey for shoulders check the 28 renown tuskarr shoulders, they match perfectly

with the heritage armor

Its a systems thing, blizzard (and FFXIV) have difficulty implementing new gameplay systems due to their shit engine. FFXIV cant implement a good transmog window like wow due to engine limitation, which is also likely why wow doesnt have say, housing or dyes. Their system simply doesnt permit it

You won’t get to do it again on the same character, and if it’s anything like the blood elf quest line (need to be paladin to get the transmog) you’ll have to do it again on a Tauren to get the race specific unlocks
