For some people going into LFR because transmog is their end game, how they enjoy the game and they want to complete their set, then I’d say that fits the definition of them ‘needing’ that item.
I see the controversy, but if they joined LFR for the sole reason to pick up a particular appearance, wouldn’t be there otherwise, and they’ve pulled their weight in the fight, then they’ve as much right to a fair roll as someone who’s after the player power instead…

I'm not really sure an 'Azerothian Collection' would work as well. WoW transmogs are fun, but I'm not sure have the level of detail to make something like that work. A lot of what makes Eorzea Collection what it is hinges on their crazy use of reshade filters to show off
