I have not watched the video, so I cannot comment on what was said, but Mortal Strike does have priority (on par with Heroic Strike) in single target. During Execute, you will use Mortal Strike with 2 EP during Colossus Smash (in order to maintain better rage economy for Execute itself)
It is not a "filler" in either case, but I suspect that there's some conflation of thinking Overpower > Mortal Strike all the time during Execute, when that's really only half true

that is a good point - if we're talking about Cleave being available, then you usually want to prio Cleave before either the SD or Overpower
