Its a bit more nuanced. In my testing If you have 10 stacks going into pull so you CS > Demo you can easily get enough CDR to send Demo again while your prio target stil has CS debuff on it. But if you dont have 10 stacks and cant Demo insta it usually lines up better to hold for next CS. By the time u get demo back CS has like a 10 sec or less cd
