Avatar/Thunderous Roar should align, yes.
However, your Ravager will always desync since it's impacted by your Anger Management talent (below). This is expected, and you shouldn't hold your cooldowns to line up with each other unless they're only a few seconds apart (less than like 5-6 seconds or so), OR if you know adds will die/spawn very soon.

in Colossus Single Target you can hold your Ravager for Warbreaker, and if Avatar will be up in the next few seconds, but in Colossus AoE just use it.

that, and you wanna avoid using Cleave in single target since it consumes your Martial Prowess stacks

the one exception would be if you have a big Collateral Damage buff from previous AoE still active. If that happens, I would recommend using your Mortal Strike first to eat your Martial Prowess buffs, then Cleave afterwards.

But the difference is really insignificant, and honestly just Slam > Cleave for single target is basically the same dps (and easier to remember)

That's pretty normal yeah. Arms doesn't worry about rage management that much except for "execute phase" in single target combat. It's more important to follow the rotation than it is to worry about rage overcapping

In AoE your big focus should be Sweeping Strikes > Cleave > Mortal Strike > Overpower as your core rotation, so as long as you're following that, you're doing dandy

this is likely because packs live longer, letting your cooldowns come back up before starting fresh packs. Your overall DPS is an average of every individual pack after combat ends. If you have your cooldowns going into a pack, your dps will be higher since you're bursting more, and snapshotting a higher number at the end of each pack

lower keys you're doing packs with no CDs so low damage, pulling your average down

Rend has slightly more direct damage than thunder clap so it's a very small dps gain in single target
