- under reasonable conditions, Juggernaut shouldn't have to be tracked. It should simply be something you maintain naturally through uptime, but we're in this weird state where we get just enough Sudden Death procs to maintain it semi-regularly, and it's powerful enough that keeping it up is more important than using the ability that triggers it
if any one of those things were to change, Juggernaut wouldn't be a concern
Marked for Execution is in a similar situation; the main reason we delay is because there's no reason to push it early - more delay = better Juggernaut uptime

and if you were to restrict Juggernaut to just the execute phase... it doesn't really matter how much power it has (within the realm of balance, ofc)
That said, it's definitely the more boring solution - the fact that you can trigger Juggernaut ahead of 35% is interesting and creates the opportunity for exciting plays, like the occasional back to back Execute. It's just too easy to maintain it, which leads to the degen we have now

yeah i had a few guildies with it, you'll need to wait for your character to despawn from the server before you can log in, which can take a bit (upwards of an hour)

The worth really comes with what your spending your charge on. Would suck to spend your charge then get a tier from raid, so imo it would be best to raid, see what you get and then use top gear and see what’s best to do.
