Atm its a tuning issue, it could easily see buffs by Monday evening and be in a decent spot.
Mechanicly it depends on who you talk to. It's a functional spec that has to jump through a lot more hoops compared to other classes (Modifiers, CD Timing, Weird Restrictions on Range, Setup GCDs on AoE) but its not something like WoD Arms where you literally are playing a nothing burger of a spec.
Players have very differing opinions on how the spec should look going forward.

they finally gave fury an amazing tierset (I believe it was accidental) which created the 600k simgap in full bis gear between arms and fury.
