I defo think Ravager going passive would be a big improvement to the amount of cooldown-sequencing, though I'm not sure if I want random short Rav drops ala Prot, or just tying it to a major ability (e.g. Ravager automatically gets used when you press Avatar/CS)

I think the big thing is that, as Prot, it's largely just passive AoE damage...which is fine, but that's not really how I think of Ravager for DPS
For DPS, I like that Ravager (like Reck, Necro Banner, and similar abilities) helps kickstart the rotation - you get extra rage, you get extra Mortal Strikes/Bloodthirsts, and they trigger additional things as well, which I don't think would survive if it just became a random damage proc
so I kinda like the idea of just leaving it how it is now, a full duration with all those associated effects, but making it auto-drop when you use other major cds (that we currently use at the same time anyway) - basically just eliminating the keybind

Not how this works unfortunately. Things like rogue has always had a low play rate and they still get ignored. Also warrior has been the least represented in M+ title since m+ inception and it still doesn't matter to Blizz.
