Arms pretty much always uses MS > OP > Slam, and Execute when your weakaura lights up; cooldowns typically go on cooldown

Fury isn't much more more complicated, but you do have more variable use of Rampage, you've got special WAs for BT and Execute, and the odd RB charges not refreshing; its cooldown order sometimes takes a little more thought as well since Bladestorm is actually a button that matters

Yeah M+ builds don't have a whole lot of option - your best bet is dropping Shockwave or Rally, neither of which are particularly appealing, but both of which you can probably get away with if you're not running particularly high keys

you could also drop Overwhelming Rage, which is a technical damage loss, but really not as much as you'd think, since Arms rarely rage starves enough to need the extra cap

sims aren't really setup to run without Overwhelming Rage atm, so it'll probably sim at a lower loss than you'd actually drop in reality (just cause most of the checks are setup based on 130 rage instead of 100)
