Because buffs are dynamic (i.e Ravager/Roar gets buffed by Avatar/WB no matter the order), and you'd also generally want to spend as many globals after your CDs/setup is used, pressing actually damaging abilities

Our CDs (apart from Demolish) themselves just don't really do a lot of damage, and the majority of Roar's damage is the dot and not the initial hit

I haven't played Blademaster at all to tell you how that particularly plays, however without Blademaster, you'd use Sweep after Roar but before Ravager/WB/Avatar, since it does cost you half of a GCD to use and you want to spend as many GCDs in your CDs pressing damaging abilities, so it'd look something like for AoE
TC to spread rend -> Roar -> Sweep -> Avatar + WB -> Ravager (more GCDs worth of Merciless inside of your WB window) -> start rotation
If it's ST, you'd Ravager before WB instead

But for sure none of it is "required" by any means especially in 14s and 15s

I absolutely do not think that pre-stacking CM is necessary, the only real benefit is that it's functionally "free"
nor is having a cancel for your Sweep; that's even more niche since its just as likely to be a loss as a gain

but when actual degen comes up, something that's so pervasive people feel like they have to do it, they tend to get highlighted and addressed before too long

the cooldown stuff is a little different - I really don't mind the change if it stops some niche degen situations

I only don't like that it happens without any improvement to specs that feel like they need to open with cooldowns; Fury's opener would be easily fixed by simply making Recklessness generate rage baseline, rather than as a perk of Reckless Abandon (or by making Onslaught/OF not suck)
