In short: we tell simc to execute if juggernaut is running out, sudden death is at 2 stack or running out

It's more of what are you playing arms for on that fight besides because you want to play arms. Your playing it to take advantage of clash it's why your sending CDs before the pull. Even if the diff between BB and IMP SS is minor why not lean into the 2 target. It's a flex point for a reason

I’ve been looking at a lot of different guides and websites in regards to arms warrior stat priority, it looks like a lot of arms warriors have a large amount of haste, but I was under the impression that crit is the best secondary stat. Is it haste to 30% then as much crit as you can get? Can someone clear this up for me? Sorry if this isn’t a super smart question. Thank you.

Because it's the 2nd boss and it doesn't live that long. Ravager is also an overall DPS loss compared to BS still, it just fucks in execute. You would only take Ravager if execute mattered. I only played Ravager on bosses we lust in exe like bandit and mugz
