Does sweeping strikes apply to the free slam cast you get out of Fervor of Battle when casting cleave on 2+ adds?

It's grey when no rend is active, just shows the symbol when rend is active but not on your target, shows a timer if rend is active on your target and shows a number above how many targets around you have rend active.

New to Arms and curious about what else might need to be tracked outside of Rend, Deep Wounds and CM. Does anything else really matter? As in, I need a WA to help see it better. Also, with how CDs are out of line often do you wait for them to sync or just send?

You don't really need to track deep wounds
Execute and the various buffs associated with it are important to track
This WA should do that but I don't use it myself so YMMV #arms message
You'll also want to track opportunist #arms message
You'll also want to track Executioner's Precision and Martial Prowess buffs
And for M+ spec you might want to track Merciless Bonegrinder
With respect to CDs, you generally just send them as they're available, the exceptions being that you'll hold ava to line up with CS, and you'll hold BS if CS is coming up within 5 seconds or so
The wowhead guide should largely cover CD usage though
