to give some context to #2, the Sweeping Strikes buff is focused on your Overpower ability, specificaly the passive "Dreadnaught". Sweeping Strikes makes 2 dreadnaught lines shoot out of you, each can hit targets independently. Saving Cleave for 2x stacks means you're getting more Overpowers cast (this is technically your #1 damaging ability in most dungeons), while also buffing Cleave for its next cast significantly.
your tier set makes Cleave crits amplify your damage for the next few seconds, and casting other abilities beween Cleave (namely at least 2 Overpowers) is just more damage overall

I found its not great for pushing keys. I was a lot squishier with that cloak on
the other thing about that cloak...if everyone has it and everyone is constantly stealing eachother's stats, it fucks with the group

Don't use dungeon slice, or sims generally as a rule of thumb, to determine what trinkets to use for M+
If you want a good setup, use Puzzle + any stat stick like OCE, Icon or Pips. Alternatively class trinket also good although not recommended for high/push keys

the TLDR is that while there was datamined stuff it was never confirmed, but we do see people semi-occasionally say they; haven't gotten it after 15, but then get it within a few weeks after (usually before 18), so i'd just keep killing it until it drops if you want it

Goal is ms on CD with 2 EP
Ideally it's 3 exe ms loop
But generally you might of instead of 3rd exe if rage dictates it

Your take. I have a Signet for the few 5+ minute fights. I can run pips + box if I want. Gave me the most flexibility for what I want to do. That or start saving for cosmetic items since I have the mount already.

@smoky kayak I have a question about this statement: Only use Cleave with 2 stacks of Martial Prowess (and only >4 targets if during Sweeping Strikes), prioritized just after the afformentioned Whirlwind.
what do I press if everything is on CD (OP, Cleave, WW) and I'm not at 2 stacks of MP?
I've been using TC because MS is the only other thing I can press and it would just consume my stacks of MP
