Right now I'm going like this (ST):
CS -> WW + MS + TC + rinse and repeat OP, MS and TC till the last second where Whirlwind is up again just before CS ends.
Gives me 25+ percent of ToM.
However is it worth holding on to the second WW to spend rage outside of CS so ToM is applied and CS is drastically reduced on cooldown?
