In M+, you'd basically use it whenever outside of CDs as a rule of thumb

There are some caveat moments where you'd use it mid CDs, if it means you get to snapshot a bunch of marks from mobs that are close to dying, to funnel a big use into a prio add

So a list:

• Gear, you're 512 ilv and no lego - that's a big difference between people who are 520+ (some are even 525+ boosting and whatever it all inflates the parses)
• Thunderclap instead of rend/slam, you can only slam if your ms, op, ww, thunderclap are on cd
• Exe rotation should be like this: Exe exe exe ms or exe exe op ms - depends on your rage, if you can ms after 3rd exe you should do that, if not then op. Windfury helps a lot with that. Do not ever use rend/ww below 35%.
