One tip is that you can also use puzzle before the key is entered. If you are going to hit mobs right away and you are doing a countdown use puzzle before key is entered. You'll get the buff and the cd will reset (like prepotting)

It will keep trying to use Overpower, regardless of it being available or not, and will never use Whirlwind

The only workaround would be castsequences, but they have their own limitations and aren't recommended either for rotations
