You get such frequent upgrades this season, that sooner rather than later you'll have all the items you want anyway from the vendor
I haven't personally deep dived which is the strictly optimal purchase order, depending on having legendary or not, because it doesn't matter too much since all of the items (bar Signet unless you're mythic raiding really) are going to be a good purchase

The only time you use fire blast outside of Combustion is to prevent it from capping on charges. Use Phoenix flames outside of Combustion to build up hot streaks. Otherwise you only use FB in combust so you can Pyro on every GCD. But imma stop now bc this ain't the mage disc and I don't want a time out again lol
