Seeing as you probably won't buy the Broodkeeper ring for at least another couple of weeks, there is some merit to crafting a ring if that's currently a weak slot of yours - by the time you have the extra bullion to spend, you'll also have extra sparks

That said, you will spend more crests and gold that way, and you could just as easily craft any other slot as well, so it's kind of a toss up

As for Vers wrist vs 2nd BSL on wrist, they're about a 0.3% difference for me, but YMMV

As said, the cloak may not overlap with your CDs when you really want it and playing around the proc is just trolling at that point. It's a nice to have cloak but there's definitely better options around, including both rings. Especially if you've got the legndary.

Shadowflame is an option if you really don't like the min/max aspect of BSL, or tend to find yourself playing in fairly weak groups that struggle on survivability though

Cloaks have a low stat budget so high ilvl on that slot is not that insane. And as Isegrim has mentioned with the way the proc works its not reliable so while yes it will be a dps upgrade than a normal cloak but not that much of an increase to be a high bullion prio.
aswell as if ur intentions are to do high M+ keys then Sark cloak is just not good at all due to the lack of stamina
