Not entirely true. Been working on sims with Archi and we came up with the fact that 2x martial prowess into cleave is slightly better overall. You lose slightly less than 1%~ raw aoe, but gain 5% or more on priority damage depending on the number of targets. This is a pretty favorable tradeoff, imo.

pretty much all procs are on the RPPM system, which means as long as you have a reasonable number of events trying to trigger, it'll tend toward the average number of procs no matter what
now obvious that doesn't mean that a 7 RPPM effect will reliably trigger off a manic grieftorch you use only once ever 90s, because there just aren't enough continual events to trigger it over time
