If you're running the Juggernaut M+ build you'd absolutely focus on executing, in order to stack/upkeep your Juggernaut stacks

running entry-level keys will also impact your dps a lot, since things usually die before you can do a large amount of damage to them

I can't say if it's optimal but what works for me is to always hold Roar with after the Bladestorms. Your Roar should be on a similar CD to your ordinary Bladestorm if you are running the cd reduction talent on Roar. I feel the hurricane buff paired with roar makes a big dps difference and would not use it separately.

i found it. So it looks like in the Warrior [Afenar] -> Warrior [Dynamic] folder there's a debuff tracker for Executioner's Precision (seen on the left).

Within that aura, the Trigger was configured incorrectly. It's looking at the "player's debufs" (ie: debuffs applied to you). Swap this to "Target" instead of "Player" and it should work 👍

The buff is simply a bonus. The only time you'd consider it is in AoE with Sweeping Strikes active, where you'd use MS at 2x Martial Prowess at 6 or less targets if you want priority damage, which you typically do. Any other scenario you don't think about it
