This is only true if you never talent into Sharpened Blades, but only considering per execution/gcd. MS still has prio for literally everything else (DW application, consuming OP buffs, rage spending which is the most important).

Use it before or after CDs, depends on the boss in raid, and you can check on Lorrgs for specific fights if you're curious. In keys it's the same just outside of CDs.
As for "scaling", the more marks you consume the more damage the on-use does, and outside of that, crit haste and vers all affects the legendary both the on-use and dot portion

Learn the rotation and keep using ur cd everytime u can, doing 23s with the same ilvl and can end key like everbloom at 300k, use the differents guides on this discord or find some on youtube, and if you dont know where to use ur cd, blasting them whenever u can is better than holding them for a min

You can cast Roar before or after Warbreaker, it doesn't super matter

To be fair, you bump up fast too. 2h Prot DPS is not recommended, 2h prot tank is doable if you take enough hits to gain rage to spam WW (actually good dps). Just give it a go, what is the worst that can happen

This week I wouldn't worry too much about it. Bursting week usually means tanks pull very small, as that is what healers want. So your overall DPS is going to be abysmal in most cases
