if you follow the prio list, it is correct that you ramp below 100 rage - just because there is a line to prio ramp over 100 rage doesn't mean that it's bad when you are below 100 rage if the other higher prio abilities (dependent on spec/in vs out of CDs) are not available

Like literally every situation is just covered by that list, if highest prio condition isn't met, go next on the list, until you press something

Kinda scuffed easy way to do it is just to manually add all the items in top gear, deselect all of your items, run the sim (for a couple fight styles), write down the numbers, do the same for the other set and compare - bear in mind you'll also need to know what setup they use for flask/potion/gems or also sim a variety of those

Two things about rampage and its usage:

1. Enrage: You use it asap only when you are missing enrage or enrage is about to drop, because its only button that can enrage you without a chance, excluding Fresh Meat. If you are enraged, other buttons are much likely to be better because:

• Those can proc stuff, that rampage cannot do
• Those are buffed from additional modifiers than just enrage, via talents, bringing them much closer or higher DPE than rampage.
• Enrage can be sustained with BT for some degree, and other buttons generate rage for rampages (the ones in the future, after the one you have just got resources for).
• Juggling enrage uptime becomes the bigger priority on overall dps than sending highest DPE ability.

Rampage when comparing plain tooltips to other buttons (tooltips, which dont show all modifiers) might seem better button to press asap, but if that means you drop enrage later on or leave it to chance, you will lose lots of damage later. Rampages strength ultimately is that it grants you enrage, which is your biggest damage modifier for your overall dps.

2. Rage : The 100 rage threshold exists because its sweet spot where average player is least likely to waste rage. At 100+ rage you can still press other abilities outside of CD's, if you wont drop enrage or wont waste rage by capping. BUT with CD's up you are very likely to overcap rage if you use other abilities at 100+ rage. Keep in mind that min maxing the 100-130 rage area is very very minor dps gain, most likely you make mistakes and lose dps because you waste rage or drop enrage. And as I said above, the rage you generate after 80 just goes towards higher enrage uptime, but it does not get "wasted". Spending the rage asap causes lower enrage uptime on average.

well yeah I think slayer was the higher ST spec and MT was supposed to be the AOE spec which was pretty much true most of last expansion and when it was introduced but now I dunno. I like playing both tbh slayer feels faster than MT IMO.
