as you gain stats, what stats is the best will change as you get stats. So you kinda got to sim every piece individually if you want to minmax
Statweights as a generic guideline, is, "ok", but it will lead you down the wrong path at times.
Once you reached a certain point of mastery, you want versa as your best stat. And that isnt reflected by the generic statweights.

i decided to do a +12 as slayer arms and one as colo arms last night, and colo definitely did more damage than anything ive done as fury (160K), and slayer was probably close to above thane fury. Granted its all pad but hey its M+. This put me into a mental predicament because performance matters but arms is just so awful to play i dont think i could bring myself to commit to the swap (recrafts etc). My mate reminded me that nearly every season for the last 2-3 xpacs I've done a mid season arms swap for 'more dam' only to go back to fury within a couple of weeks because its so un fun. I wish arms was simply fun to play / felt good... Needs a total rework (bring back opportunity strikes!)

You don't always wait for 100+ rage to use ramp, it just becomes higher priority if you're high on rage to avoid overcapping
The core idea is that you can spend rage faster than you can generate it, so you want as many of those generators as possible to be high-value ones (BT, execute, TB) instead of low-value ones (TC, RB), but without wasting rage from overcapping
So if you can do one of those high-value generators without overcapping your rage, you generally should
If you can't use one of those abilities, but can rampage, that's generally better than using TC/RB, even if you're only at 80 rage
