Heroic crest priority kinda depends on how much you think you need to save for upgrading future loot - if you crafted a weapon, OH upgrades should be free. I would prioritize sending on trinkets and high item level/hard to replace items first

because the season cap started last week, most people will have an abundance of M crests right now, so I don't think you need to be too careful with them - kind of the same as Heroic above, just prioritize based on how much loot you think you're going to be getting

• my general rule of thumb is to upgrade everything worthwhile (I might not craft M bracers, but def upgrade major armor pieces)
• If there's an important piece I'm gunning for that drops early in the raid, I typically just "bank" an amount of crests for it, and then spend them later if I don't happen to get that item that week
• otherwise, spend on Weapons (should be cheap if you crafted a M weapon already), trinkets, and major armor slots (head, leg, chest, shoulder), important cantrip items, etc

just follow the ablity prios and you'll practically always be enraged, BT can proc enrage, BT also extends enrage (x2 if its a crit) - ramp isn't the sole thing keeping enrage up -- that is even though it says 'ramp if not enraged' at some point in the prio list, it'll naturally be your only button left to press at certain times anyways and you'll practically never be in a situation where 'oh i have to ramp because i'm going to lose enrage', most of the time its 'ok i gotta ramp so i dont overcap'
