I'm not fully understanding the goal of these changes, are they just trying to make you only use bloodthirst for reap the storm, and make reap the storm do less of your overall?

in my last dungeon reap was 17% of my damage, and i pressed BT more than wirlwind, so if they changed it to proc from that instead and and lowered the chance it seems like a decent AOE nerf aswell]
