I feel like it may be a lot more noticable when using Frenzied Enrage. I dont quite have the knowledge about the game mechanics to know if too much haste can cause the animation the glitch and override each other, causing the freeze. I have 36% base haste + Frenzied Enrage in that case. I dont notice the problem that much with Powerful Enrage but haven't played a lot with it since noticing this problem.

if you're playing mountain thane you can spec into another small defensive either through max hp increase or damage reduction
