Yes , u use rampage simply when u are not enraged or when u dont have raging blow . u make sure to spam raging blow on targets with 10 stacks of overwhelmed ( u can build those stack very quick with blade storm , its good to have blade storm ready at start of each pull )

so usually trinkets like that have "more value" if you consider them in smaller timeslots than their cooldown, cuz ur effectively saying "every 1 minute or 1.5minute this trinket is always a part of my damage" which isnt rly true
otherwise i mean idk its just a 2min on use damage trinket, much like sarkareth trinket or grieftorch or mad queens mandate etc in seasons prior
they're probably not unusably bad but we usually just dont vibe with them as much as trinkets that buff our stats or have a bit more of a consistent dmg output, such as screams, tho that ur kinda banking on it being not consistent and proccing a bit more than the average for it to be super good in most fights now that they're all super short
