if I had to guess, I would assume his point is that when you're changing things in sims, you're doing empirical research

• you're changing something, seeing if it comes out better or worse, which becomes a datapoint for comparison to other changes
  true mathematical models are generally a little more concrete though, whereas your outcome in a simulation is based on the parameters which may not necessarily be absolute (e.g. APL changes all the time and there's practically an infinite amount of polish you can do to make it better, we just stop caring after a certain point of rationalization)
