Rule of thumb is to full send cooldowns as they come up. The exceptions are if you won't get the full duration then hold (eg pack will die in 15 seconds, hold Avatar) or if you have a lust window coming up and the group needs to take advatage of that window.
This becomes more true the higher the key. Mobs will live longer and longer and that last 15% will end up being hundreds of millions of HP

You can choose to either run what you have or take one point out of critical thinking and put it in focus. I believe both ways are just about equal. However if you aren't running Odyns then I'd drop those Roar capstones, no real need otherwise
