I mean kinda the same as before the change. If your group comp or the dungeon favors smaller pulls/boss dam, the slayer will be better. If your group already has a lot of boss dam, and it's a dungeon with large pulls, thane will be better. In most cases, they do similar overalls but slayer's higher boss dam makes it preferred

re: powerful vs frenzied; frenzied is generally a little better for Slayer, while powerful is generally a little better for Thane - that's simple fact of how the builds work. Powerful is still not bad for Slayer, and even circumstantially useful (more immediate damage is good for bursts of damage where more throughput from a faster GCD isn't as beneficial)
however, there is not a profound difference for either (<1% at most), and given that the two options were specifically designed to give players a gameplay option; this is an area where you should really not worry about the difference and just use whichever is more comfortable for you

Pacemaker is hypothetically stronger, but it is dependent on synced timers which don't always play nicely in M+ (because it's on a hard 60s cycle)
