If you look at the range and the dps on same ilvl weapons, the one with the higher top end, also has the lower low end. So it should be the same dps because the average of the range should make up the same dps.
At least that's the logic behind it, but these days it doesn't matter as people have mentioned.
It used to back in the day with different weapons speeds and what not.
Some abilities with no swing timer just scaled off weapon damage, which was higher on a slower weapons.

Back in classic, weapons did have an actual difference in damage because they actually had different speed, factors like hit rating etc and certain weapons (iirc axes and maces for example) had "higher highs" and "lower lows" while swords had higher lows but lower highs.
