Granted it's relatively strong, but given it's 35% proc chance if you get unlucky it can literally be a net 0 increase on a pack potentially as you're 2x more likely for no effect than to gain ionizing strikes...

I would much rather we see a set like:
2 = Thunderblast causes a chain reaction calling down 1-5 (calculated 100% chance for one, then ~80% chance for 2, ~60 for 3, ~40 for 4, ~20% for the 5th) Ionizing strikes dealing X damage
4 = Iozning strikes deal 100% more damage and have a 10% chance per strike to reset the cool down on Thunderblast, grant a charge, and make it cause 100% increased damage..

Overall I'd like to see more procs for less damage, than feeling like I'm always fishing for procs for a potential big damage gain but instead getting NOTHING when no proc

I dont think itll happen too often. Bloodthirst has a cd. And tblast has charges. Sure you can string to gether a bunch of them with tier procs. But generally you will have a couple gcds for raging blow and rampage to fill before bloodthirst or tblast come back
