A lot of what you take depends on the content you are doing as well. If you are not going to do +10s or myth raiding then hero pieces are your bis and you can take em just fine.
If you can get myth pieces then these are temporary boosts. So tier/socket are real good.
If its tier you want to wait to see if you get that slot naturally before you take it cause it could be wasted.
