Like our talent trees (both spec and class) could use a lot of work, but I'm less convinced the core flow of the spec needs to change a lot. With the target caps I think the one fundamental change I would push for is for Rampage to be soft capped alongside our cooldowns (and those cooldowns actually being tuned to be worthwhile)
