Flat is what ppl want. If they allow us to get OF, it is now going to be a 45 sec CD, that reduces CDR by AM, when used it does 1 BT worth of AoE split dam on 5 targets. Then it buffs your damage done by 3% for 30sec, not stacking.

Just try to make up the most boring scenario, and you got what the flat lovers want.
