If you don't want to swap between them: Prioritizing raid -> fury. Prioritizing m+ -> arms.
Both can do both and have specific dungeons/bosses where they pull ahead of the other but in general fury is more useful for most fights in the raid rn

I say this because I have several mastery haste pieces, and when I simulate the piece, it tells me to swap it for another one I have, for example, versatility mastery. And of course, I know that some value changes each Season, but I find it strange that the simulation tells me to put Versa pieces instead of Haste.

in s1 when AM wasnt as strong we played powerful in aoe cuz it was like a 1-1.5% increase and in ST it was like 0.8% ahead
so in ST many ppl played frenzied cuz it feels better

You just gotta either let an auto attack go off, or use BT/RB
On pull though I just use roar unenraged, and during the GCD of roar, it's typically enough to let an auto attack go off that'll bring me over 80 rage

There usually are also a bunch of combinations of items that sim basically within margin of error, and that is before also opening up swapping enchants and gems around etc.
Like, would not be surprising if there exists a profile that is within margin of error of the listed one that runs that other neck, and has a few other pieces switched around and you end up at basically the same spot again.
Also part of why bis lists are kinda meaningless in praxis, bc there usually isn't just one exact combination that is significantly ahead of everything else.
They are mostly included bc people like them so it's nice content for the guide sites, but otherwise, either sim your own stuff or you're kinda just making it up until you get that one full list exactly.
