i think the only way fury can have good functionality is for the spec to have double odyns fury and roar capped over 8 and doing high damage as aoe spells then rest of rotation is whirlwind. ( if you are worried about upfront burst of odyn, just buff its dot for the amount you need so it doesnt actually kill cockroaches in raid fast enough for it to get nerfed)
