Always go for personal preference. Fury is seen as the more M+ PuG friendly, due to the selfhealing and damage reduction. Arms got a bit more damage brought.

Correct, there are exceptions when you're a bit more comfy, where if you've just used Rampage and CB after, you can then RB a few times to use up your stacks to build rage, then BB -> Ramp
So
Ramp -> CB -> RB -> RB -> BB -> Ramp
This is only for outside of CDs, and to make the rotation a bit more fluid, also not accounting for the current crit rate of BB based on your Bloodcraze stacks. If you have 95% crit chance already on BB, you just send that instead of using RBs
