A little after the fact I guess but... For out in the world thats just flat out server lag, been happening ever since they put the anniversary event in, at least for me. As far as instances go the physical region the instance is made on has a fairly large impact on how "laggy' it feels. For instance i live in the eastern US and if I get a server in California or, heaven forbid, oceanic, i lag like crazy.
Also from time to time I get what I call "florida'ed" where the instance gets made in Tampa, I've learned, and is just laggy enough to make me feel like I'm going crazy.
