One thing that helped me to imrpove was to sim my character with only self provided buffs and go slap the target dummy for 5 minute intervals. Probably do that 3-4 times a day every day to build muscle memory.

So Evoker has Scalecommander hero talents. They get a thing after every empower that marks their main target that lets other people proc a-10 warthog fly by's dropping bombs on the target. This was not damage attributed to the Evoker in details, now details has it where it gets attributed back to the Evoker if they're the only Evoker in the group.

Unlike most classes, just because the button is glowing does not mean it's time to press it.
Tracking your enrage and only using Rampage to refresh it (other skills can cause enrage).
The simple rotation is Ramp > CB > BB > Filler repeat. But with lots of haste you'll get more in before you ramp and BB can extend Enrage.
Target caps are 5 so also know when to use your AOE skills and when to save them for a pack, basic timing for optimization.
Mostly, you'll get 90% of the throughput face rolling the basic rotation but if you really want that last 10% you need to get your timing right and not just press the glowy button.

In addition to enrage you manage your whirlwind stacks (thats what lets you cleave) and those get refreshed with THunderclap or Whirlwind casts. Thunderclap procs turn to Thunderblast a high damage ability you want to be enraged for but you dont want to cast Rampage without Whirlwind stacks so sometimes you'll use whirlwind to get stacks, then ramp, then thunderblast. Most people just press thunder blast unenraged to simplify the rotation.

The long and short though is that you can play either one of the two based on your preferences, as they both do slightly different things, but not by so much that one clearly outclasses the other

Same goes for embellishments, however you wouldn't want 2x Ascendance weapons, and instead have a crafted armour piece with Writhing Armor Banding
Since the banding doubles the effect, but allows you to have a 639 weapon instead of only 636
