Reck is a weak CD all things considered, in part because of it being tied to AM most of all, and Avatar is only as strong as it is, because it's tied to its 1:30 min CD. If you were to make Avatar also be affected by AM, either you'd have to nerf Avatar, its capstones, or just nerf Fury as a whole, because our burst is already so obscene that it has caused us to be nerfed for a month straight

in the end (for me atleast) the class should feel great and impactful to play

Especially as you get more haste, as it's multiplicative
In terms of actual throughput though, typically Powerful is better if it's for extremely short term burst which most of the raid is
But it's not so much better that you can't use Frenzied if you heavily prefer that over Powerful, and it wouldn't be the difference between you wiping or killing a boss
